If you join in May-December, your dues are $55 (as of 2009; this may need to be updated in the future). This covers ''Boys' Life'' (magazine), your Pinewood Derby car, the book, and the neckerchiefJoining between January and March is pro-rated.  (People wanting to join in April are held until May.  January is $45, Feb. is $35, and March is $25.)  
The Cub Scout Year parallels the school year and dues is paid once per year.  We pro-rate dues for people who join in January, Feb., and March because of the short year, no Pinewood Derby car, etc. <br>

We pay the following calendar-year Charter at the end of October.  We used to ask for these (dues) in September.  But it took way too long, and in the early years it was hard to pay the Council on time.  So asking in May, often with a discount incentive, makes it easier, because there are way fewer people for the den leaders to call over the summer.
